Auto-releasing a Ruby gem

Release Please can use Conventional Commits to automate a gem’s changelog, release, and version bump.

Release Please automates changelog generation, the creation of GitHub releases, and version bumps for software projects. It does so by parsing git history, looking for Conventional Commits, and creating release pull requests.

This PR has an example implementation of the Github workflow.
